We have already signed 30 Founding Members, and we are on track to create an organization that will lead future generations in Taiwan, New Zealand and other Pacific nations towards greater levels of cooperation that will provide new opportunities for cultural exchange, tourism and trade.
Mission Statement
The ACECA is committed to developing communications, media and exchange activities that promote increased cultural and economic cooperation between the Austronesian peoples of Taiwan and the Pacific nations.
Requirements
We need to form a national association in Taiwan to operate as a legal non-profit organization that can raise funds, host activities and produce projects. This association will be able to provide tax-deductible receipts in Taiwan for donations made by Taiwanese citizens. This association requires at least 30 Founding Members who are either Taiwanese citizens or permanent residents who can show a Taiwanese ID or APRC. They must also be at least 20 years old. A national association must comprise of residents registered in at least 7 of municipalities or counties in Taiwan.
We have already achieved these requirements!
The Founding Members attended an initial founding meeting on Sunday, September 22, 2013 at 1:00 pm in Taipei. The founders must also attend another founder's meeting on Sunday, October 27th at 1:00 pm in Taipei. The location will be at Taipei Artist Village (TAV), which is near the Taipei Railway Station. The founding members must be able to attend this meeting and one more monthly meeting on Sunday, November 24, 2013 for the association to become legal. After the first three required meetings, the paperwork may be filed with the government to process to make the organization official. This processing period may take 1 month. So it may be sometime in December before we are official. After it is official, the association's elected board members are required to have meetings once per year. All meetings must be documented with signatures and photos.
Aside from the 30 Founding Members, the association will select a board of directors, and an advisory board to provide the oversight, guidance and expertise to fulfill its mission with integrity and focus. We will require a Chairman, CEO, Treasurer and Executive Director to oversee operations. This association will be registered in Taipei and will have a mailing address in Taipei as well as a bank account with a Taiwanese bank.

Opportunity & Benefit
There are several reasons why this organization is being formed in Taiwan.
- Taiwan and New Zealand signed the ANZTEC Agreement in July 2013, pledging expanded cooperation and reduced trade barriers and providing funding for the related activities. ACECA is in the best position to develop and execute projects that are mandated by the ANZTEC Agreement. This makes government funding available from Taiwan and New Zealand for ACECA projects. - Personal and corporate donors are already waiting in Taiwan to make substantial donations to ACECA to fund its projects and activities. They require the receipts that only a legal entity in Taiwan can provide.
- The specialized personnel and resources best equipped to develop cooperation between Taiwan and New Zealand need to be organized into one organization to work together more effectively.
- Increased cooperation between Taiwan, New Zealand and the 400 million people of the Austronesian Pacific nations will provide a significant positive economic impact for Taiwan, and increase Taiwan's international visibility.
- The increased activities between Austronesian peoples of Taiwan and the Pacific will give Taiwan's indigenous peoples more economic incentive to preserve their language and culture, and this increase the general public's perceived value of the indigenous peoples and culture of Taiwan.
Objectives
The following are the short-term objectives for the ACECA:
- Establish contacts and a new channel of communications for exchange between Taiwan and New Zealand.
- Develop activities and events to educate participants in Taiwan and allow them to share ideas.
- Establish a platform of partnerships for the creation and expansion of future Austronesian exchange programs.
- Produce media that educate audiences throughout the world about the importance of the Austronesian connection and cooperation.
The following are the long-term objectives for the ACECA:
- Eventual participation by all Austronesian nations on an annual basis.
- Development of tourism and international trade between Austronesian nations.
- Media programs developed annually for broadcast in all Austronesian nations.
